Yes there is truth to your culture comment.. there is too much bad behaviour in Australian culture, hence the need for police and guards. Look at Aussies behaving badly here and abroad. If there were fewer troublesome people there would be less security, I’m sure the organisers, business owners and government would be happy to spend less on security..
