Not sure about that. This is the EU talking, not Zelensky. Putin has maintained his position on meeting Zelensky since February. He will meet him when the mutually acceptable agreement is reached. It looks like if the EU is fast tracking it.
Zelensky was never important in all this. This is an issue between Russia and the West. Zelensky will not be negotiating anything. He will be told what is acceptable by the EU and the US and he will sign the deal as a President of Ukraine.
