im not speaking on docs behalf but I suspect the reason inflammation isn’t considered a disease in of itself is because is inflammation is a normal, vital physiological process (ie normal functioning of human body)
there are numerous pathological manifestations of inflammation which are recognised diseases (think pretty much anything that ends in “-itis” ie appendicitis, tonsillitis, encephalitis etc”)
