meet in the middle and call it 2 years.
AVL put in the referral for the process plant MAY 2022... approval MAY 2024 assumes 24 months ... even if you beat the best case it would be MAY 2023 and there is NO WAY AVL management are capable of beating best case!
TMT referred there project to EPA in DEC 2018 for process plant and mine and still haven't got approval! you are in fantasy land if you think AVL are at a a similar stage only referring the process plant this month. you will be proven very wrong very shortly...
