The price value of US$53 per kilo would have to be a minimum or base price rather than a cap and this price value would be reviewed periodically in line with market prices. Argentina is making sure of collecting the full taxes from its exports , largely denominated in US$, given their economic woes and high debt to service in US$ .

Unfortunately not all companies play by the rules and I guess that some would have been caught out in sub - invoicing for their exports and invoicing the difference through an offshore related company with those receipts being paid to bank accounts in some tax havens.

I think Argentina's move is a positive one and it ensures that full taxes are paid by exporters for their country's resources..
