for what it's worth - and I'm no expert - small oilers are having a good run atm for obvious reasons. Maybe one punter in a hundred would be able to properly evaluate oil announcements, the rest like me, who know nothing, are looking for reports that say "we're drowning in black stuff - it's coming out of the ground like an express train" - but there's not likely to be many reports like that. Meantime, companies such as last week's darling NDO and others need to do a lot more work to get their prospects up to speed, and just as NEO have indicated there's a lot more work to do, so those who are looking for immediate oil returns will simply get bored with waiting for the companies in question to do what's fundamentally necessary to maximise their potential. So the stock price stagnates. Oil companies are no different than the rest, they need time to develop, short termers won't give them that time, so you make your best judgement concerning longer term prospects and sit. Good dog.
