Silly me. I should always check figures out for myself rather than relying on what someone posts. You are right. In an announcement to the ASX on 9th. November 2007 IGR said they placed 70 million shares at 45 cents.
Silly me, as no mention was made of dollars in your post I assumed 31mill referred to the number of shares placed. That's unfortunately how I understand written English.
Anyway, you have still missed my main point. That was IGR should have raised money well in advance to fund the actual construction of their mine and put that money aside until it was needed instead of raising that money on as "as needs" basis at 25 cents a share or whatever after their share price has crashed.
