Im actually on your side with this. Spam sending heaps of "do not assess" especailly if each one contains the same rational/arguement as to why they shouldn't assess will dilute its impact. Whilst i can appreciate the sentiment from shareholders to help get this over the line if you look at it from a non shareholders perspective these people are just regurgitating the same info the EPA already has. If the studies and reasoning to proceed that VRX have put forward are strong enough then it will speak for itself.

If it was a native or someone with closer ties to the land that spoke up and provided reasoning/studies of their own that could support a do not assess then i could see the value.

I'd love for this to get a do not assess but this is just how i would think an outsider would perceive this
