the "damage" (in terms of delays) appears to have occurred in the beginning of the project development. if one were to go back to the first handful of project updates, there is a chart showing the planned progress and actual progress to date, i think it was specifically for engineering, which clearly showed minimal actual progress during the early stages indicated by a lowly nearly flat line versus the planned progress line on the chart which had a continuous steep climb.
therefore it looks like the company, management, employees, and contracts have done their best to learn and catch up on progress.
