I doubt the FEED studies has anything to do with those factors. FEED contract was expected to be awarded a few months ago and then they changed the target to by the end of Q2. Now Q2 is over and nothing!
The general laid back attitude has costed us opportunities to get federal loan (like ILU), and now it will cost us funding with higher interest rates, and it will cost us time. The longer they take to award FEED the longer it will take to begin construction.
