Interested to know more about China's non adherence to the KP?
China has little direct involvement in the rough diamond industry other than maybe Zim, and is also a relatively small player in diamond manufacturing.
I believe they are the largest producer of synthetic diamonds though the current wholesale polished price for these is around 3% of comparable natural prices.
Russia was in a far better position to undercut prices though that would affect their own bottom line. Now a bit of a mute point with current sanctions.
