That's a bit like saying you only know what you have when its all been mined and sold. In one sense it is true. However mines are financed on the basis of probability. Drill enough holes and you still only know for sure about the copper in the drill core but you have greatly reduced the risk that copper between drill holes will not be present. JORC Reserves are high probability of the copper being there but you only know for sure when you add it all up after mining.
Carnaby have more than enough drill results announced to be reasonably confident that the copper is there and extends between holes and sections. Each drill hole may add to the expected tonnage of mineralisation by extending the length, width or depth of mineralisation. Infill drilling reduces the risk of the copper not being present, the more infill drilling the higher the confidence.
I am confident that the copper is there on the basis of probability from the drilling data. This is standard industry practice and suitable for the financiers once enough drilling has been done. We can never be 100% sure of the exact amount until it has been mined and sold.
