That's not actually true. Kruschchev hated Stalin and tried to blame everything on him. If there was any such letter Krushchev would have made it available. The latest archaeological dig at Katyn revealed a cartridge of German manufacture, confirming what everybody thought at the time. The Germans shot them after June 1941, but later during the retreat through Poland they tried to blame it on the Russians.
