I was thinking of the CUS atms offering lower costs in the $1.xx range.
Its a smart play - say you have a choice of going to a cus atm with a lower cost or another atm charging 2 to 2.50
Then you get the customer habit to go to that atm - it would then (hopefully) have higher transactions etc.
Then a fee increase for us shareholders
