You tell people to read the ann... you clearly didn't...
The "majors" aren't the customers... ROC is simply part of the partner program .. in fact, ROC is the customer of NVIDIA and AWS in the first place (read the fact sheets)
Any customer can apply to be a part of a PP or may be approached by NVIDIA (but almost always the former unless you are substantial yourself), and yes there is some assessment / acceptance criteria that not everyone will pass which ROC has.
I assume you've finished dumping by now.
