I think the whole problem with drugs is that they are illegal. All "wars on drugs" and the like are either a waste of time, a political campaign stunt or most likely a way to make the situation worse.
You said above that the comparisons with the Prohibition in the US were a furphy. Could you please explain what way were they a furphy? It seems a spot on analogy to me, perhaps am missing something?
The simple fact of being illegal is a great advertisement to the young and impressionable.Ridiculous anti-drug propaganda movies like Reefer Madness only increased the contempt that the young felt for the anti-drug message.
Have a look at the book Legal Highs(free download PDF at scibd.com) and see the many many legal highs that no-one (or at least very few ) actually use. Why?
Simply because there is no huge public propaganda campaign against them.
There was never a drug problem when drugs were legal and commonplace.
Go back 100 years and one could buy opium and cocaine based patent medicines over the counter. No problem. Now look what a century's worth of do-gooding has got us. Major drug cartels, some even challenging the state,
ie. Mexico. Addicts by the million, committing all sorts of crimes to pay for their drugs. Incredibly stupid policy.
