Dead Cat Bounce

Looking at my morning mail some are saying the overnight US market could prompt some buying.
Other mail says retail investors are nervous about buying in the current market.
Do the TA wizards here have a way to measure the health of a "dead cat"
To buy or not to buy ... that is the question.

Those with deep pockets can afford to average down.
What should the more cautious do?

My personal thought is buy a little, but not a lot
