It was part of the Notice of AGM, Shareholder needed to vote for the dual listing and the new share issue.
I believe MRC has completed all of the other items, Yet the grid connection remains outstanding.
It still surprises me MRC were paying out dividends the year earlier, then looking to dilute shareholders the next year to funds those items.
There seems to be little foresight at the time.
