The NPV on connecting would be a few years (2 to3) at a minimum.
Holding back up power for the KW they would require would be very costly and push out the total NPV substantially.
Most likely what deterred them from committing until such time as the power provider got its act together.
Being South Africa this will take at least a decade at best to see movement at the station with regards to removing the corrupt leadership to begin with, let alone the underlings with their hands out through the chain.
