Apologies if my little bit of sleuthing has turned up a Government Gazette notice of 2013 that has already been discussed or is known to you, but I reckon that the SA Govt has been looking at something like you have suggested for quite a while. Maybe 2013, if the following declaration is any guide:

No. 59 - Tuesday, 24 September 2013 (pages 3877-3879) (governmentgazette.sa.gov.au)

The declaration deals with the possible creation of a port at Myponie Point and a slurry pipeline between there and a spot just south of Cockburn SA - which on my rudimentary Google Maps inquiry seems to be only a short distance from the Hawsons site.

More particularly:
"Development directly associated with the establishment and operation of an off-shore, deep water product receival and ship loading facility (‘floating wharf’) north-west of Wallaroo on Yorke Peninsula and an associated infrastructure corridor between the ‘Braemar Region’ (in the State’s north-east, as identified on the map annexed to this Notice) and the facility,"

I might be reading too much into what might have happened in the intervening 9 years, but perhaps a lot of the issues have already been resolved and the wrinkles associated with the route of a pipeline, and the necessary road/route reservations, have already been figured out and dealt wth - or could be without much more planning.
