I think you will find it is because of the original plan to start exporting by 2011.
It now has got a lot bigger with the Cameroon Government and explorers wanting port space for 4 different types of port terminal access,Chinese and other countries showing so much interest in a bigger picture and wanting to finance,build and run these infrastructure schemes.
SDL are now looking at a DR plant and pellet plant which they did not intend to do at first.
Miners in Cameroon are going to be using SDL's rail line,plus it looks like Belinga in Gabon,Badondo and Avima projects in The Congo are looking to utilise SDL's rail line.
They no doubt will have to use SDL's Port Infrastructure as well.
There are new Highways planed for this region, one going very close to SDL's Mbalam Project and a National road network going through East of Mbalam.

This area is now going to be a new mining area in the World not just for iron ore.
