    In terms of royalties for NSW, coal is the largest contributor and pays the largest percentage of all metals and minerals produced in NSW. The state already gets a percentage of the total value of the coal so the higher the coal price the greater their benefit. QLD has definitively shot itself in the foot, it is a band aid solution to a tendency the state has to self harm.

    QLD has $17.5 Billion in debt with a $1.5 Billion deficit and a $372 Billion GDP
    NSW has $100 Billion in debt with a $11.5 Billion deficit and a $640 Billion GDP

    QLD coal exports were at 226 million tones
    NSW coal exports were at 164 million tones

    QLD coal royalties before increase - 15%
    NSW coal royalties before increase - 8%

    In conclusion the NSW economy is much larger than QLD but exports less coal than QLD. Making QLD much more dependent on coal exports for revenue than NSW. That could be a major driver for it to raise royalties and may also be a reason why NSW may decide not to raise royalties.
