I think it's a sound strategy, considering Jaxsta is the ONLY official/trusted source.

JLS focused on the wrong strategy: trying to grow the site into another LinkedIn. That failed because Jasta is a site that isn't visited frequently. Unlike Facebook or TikTok, it's boring. The main reason anyone would visit Jaxsta is if they needed authentic data and repeat visits would be for the same purpose. I believe this is why Jaxsta Pro subscriptions failed as well; people won't pay if the one thing they needed was available for free.

Since there's no competition, it makes more sense to focus on selling access to the data than providing it for free and relying on ads for revenue.

If businesses need data and the source is accurate/reliable, they will come and will pay. That's what this comes down to - a genuine need for the data.
