the selling pressure is likely not due to delay, but GEM's stock lending facility, by which they short the SP for 15 days following each request for money by the company
GEM are paid in shares - therefore by depressing the SP the average comes in lower, and is then discounted by a further 10% to arrive at the final 'price' per share that GEM get paid in
this is pure manipulation of the SP to benefit GEM for so long as they can maintain their shorting pressure
