Suggest you read the footnote carefully. The tin mineralisation is predominantly cassiterite which itself contains 79% Sn (take away the oxygen!). As a skarn deposit you would expect some of the tin to reside in silicate minerals, and this proportion needs to be determined. In the tin boom of the 70's you would assay the core by two methods - one by XRF which will give the total tin and again by acid digest AAS to get the "extractable" tin which occurred as cassiterite.
Mt Lindsay was explored for years by Renison (RGC and Goldfields) and a significant component of the tin was found to occur as irrecoverable silicates (personal experience)_ This is not to say that cassiterite does not occur at Mt Lindsay, since clearly the oldtimers (MacDonald etc) mined cassiterite there. Unless tin processing has changed, VMS should know that some of the tin will be refractory and hopefully this is quantified and factored into the economics.
If you interested have a read of scientific papers by T Kwak that deal with tin skarns.
