Vanguard are not notorious shorters. They run mainly index funds and ETFs, all of which are long only. They buy AGL (and any other stock) because its on a list and it is getting inflows into its funds. The most important local lists are the S&P/ASX 200 and 300, the most important offshore lists are published by MSCI.
