Hi Parsifal
Where workers do nothing
Sorry if that came out wrong, it was not to imply that the actual workers on the ground did nothing but the system is that a lot of people have been put into a system where if the money was allocated to the families it would be far simpler
The government has created a whole host of bureaucrats into a system that does not need them as the public service has a prime objective of increasing it's numbers
A Yes Minister system, if it is broke, start a new department and throw money at it
I have spoken to staff who continuously do double shifts, and on occasion have done a triple shift due to shortage of staff, then we have staff who have been sacked due to the politically motivated vaccination rules and the operators greed for maximum profits, add in the current trend to get a license (for anything) and contract it out who in turn contract it out
You finish up with a convoluted operation with too many sections getting a profit and no one taking ultimate responsibility
In earlier times when someone got a license to operate, THAT person had to be the actual operator with a majority of time spent in actual work at the site
So the more you look into any of these problem area's you find inefficiency, greed and lack of control by people or departments which do not have a clue what they are doing anyway
