Dark fibre market is heavily populated at the moment with lots of competition, similarly to how it was prior to TPG and Vocus swallowing all the other carriers up. Not to mention Telstra/InfraCo are now doing dark fibre and ABB entering the retail market.
Other than new customers they get on the fibre network, it takes a lot for a customer to go through the effort of changing providers. Down time, cross connects, overlapping billing periods etc.
Maybe they have found some cost savings with utilising their own fibre for their own consumption or the focus has now shifted from the fibre network.
Time will tell.
