well I agree with that. In general. There are two types of care though - home care and residential care. Both are funded to supposedly deliver particular services and the needs are assessed to determine the packages.
Whether it’s as simple as giving the money directly to the families may be a bit more debatable though. Having had a brief spell in the sector looking at workforce capability and remaining close friends with my client at the time I can assure you that families seek weird and wonderful uses of the funds intended to provide support services. Not all of these are exactly what you’d expect, want or approve of.
i want people who receive government funding to be accountable for it. But I also think australia has a particular talent for complicating entitlements and controls to the point that the intent of the benefit is lost. But the controls are there in the first place because apparently some parties think there is electoral benefit in being stingy
