Yes GPC call the shots as majority holder.
I was refering to past tense.
At the time GPC was in debt & repaying was its only priority.
So NDO have gone and done their own research because GPC wouldn't (at the time).
I could only assume its part of NDO's appraisal on wether they take part in phase 2 or sell out to maybe fund the other projects or debts etc.
Since then GPC has now repaid it's debts & oil prices have risen.
I think the reserves NDO announce will hopefully benefit everyone & all systems go for phase 2. Time will tell
