All the usual & totally valid reasons for a delay - COVID impact wheather etc no problem to the delayed announcement for a long term project. As a holder the only thing that could be done differently next time is the timing of the advice. It feels difficult to comprehend that they just found out on the morning of the day that the much talked about update was due that there was going to be a delay for a month. Given how important it was they could have advised this earlier instead of waiting until the last day as the impact may have been less.
