Dunno about rockets but it took 2.75 million tons of TNT (according to wiki about 185 Hiroshimas) and 800 bombers over 3 days to flatten Dresden and incinerate much of the population in 1945. I dare say todays conventional rockets are much more "efficient" at unleashing similar explosive power in smaller quantities. I very much doubt that Russia wants a wasteland to control.
