Yes and no, it was a democracy in it's infancy that was undermined by the VC from day 1. Until the VC where defeated and the NVA made to stay their side of the DMZ, things would be unstable.
BUT the north was through and through COMMUNIST and the north did INVADE the South Vietnam.
