    Correct. He should not, because it is against the existing international rule of law.

    He did it, because he was under the impression, that the international rule of law does not apply any more in a geopolitical environment.

    He realised this by pure accident after reading a ‘CIA Manual on Destabilising and Invading Foreign Countries’. Amongst the other things he read in the Manual, he found on the first page something about how a country didn’t need a UN Security Council permission to attack or invade another sovereign country. He was gobsmacked.

    He couldn’t believe his luck. Here we are now.
