If he really believed that would he be wiping out cities and killing civillians the way he is ?
Most of civillian deaths are in Donbas and almost all from Russsian artillery and Russian missiles and bombing .
Ukraine just doesn't have the amount of artillery , planes and missiles to waste to kill civillians even if they wanted to .
