This is my take:

"The ROM production will be washed and trucked along the Great Northern Highway to REY's existing wharf at derby.."

The biggest cost is the wash plant: $31million. We need to secure funding for the plant and the have it build. Although I would like to see it all happen before but 2013 is not an unreasonable timeframe. Perhaps they are being conservative with the timeframe. In the end if they get it going sooner, it will look like were ahead of schedule. Thermal coal prices should be considerably higher than today.
