In terms of complicated conditions, the operation with include toxic chemicals and dangerous goods waste. RNU have to include that they have all the measures in place to combat this, and as you said, this is the first of its kind in Australia which is why I also think this could be take a while. There is no precedent exactly like this. I guess I'm just saying that this all will take time, the cringe worthy $1 forums etc
