If this was being mooted in January why not announce it then rather than now, just as things are getting tough and shareholder confidence in the management team is being tested.
There is no suggestion he will be staying on in a non-executive or advisory role which, given the stage the project is at, would have provided some sense of continuity and ongoing commitment on the part of AV to seeing the project through.
It is very vague about what he is leaving to do. It's not as if he is leaving in order to take up some bigger and better role.
The optics of this are poor.
