They wanted a change of control so likely wanted green light from several large share holders (Tom, Sentenial, PFS, Peter Martin etc.) who all would have said no based on the offer not representing value
These investors don't need to sell + the company has cash to continue to develop and wait it out till CBI resolved + August full year + FY23 forecast released
