Incorrect. The start of a project includes the requirements, design and all things permit/reg approval related. This is actually the most important part. Set the foundation correct and implementation flows successfully. Two years for this is actually reasonable. Even more so when considering the foundation this is setting for global expansion and how this is the first of its kind outside of China and HF free.
