Flummoxed, I have no doubt ANS has or will soon have secured the infrastructure funding for the project.

It is possible that until the official formation this week of the China overseas iron ore platform, ANS and Bestway (perhaps in principle already obtained funding nod for some time) may have had to wait until this new vehicle for investing in West African iron ore projects is formed.

If this speculation is correct, Ding could arrive in Africa to lay the project foundation stone a bit sooner than anticipated. At the earliest, ANS relisting & IPO could happen as soon as October. Yippee !
