Yes, AXE could maybe market to the US government but would have to be done by leveraging a relationship with a US semi conductor manufacturer first, I would suggest.
What really differentiates AXE is the mobility of the 12CQ chip, not needing cryogenic rooms. This, we would assume is the biggest selling point.
But also, seeing the last point on that page you have shared - computing devices in a post moore's law age is in itself an attraction to commercial semi conductor giants who want the ability to go from nano to sub atomic scale and quantum scale computing. AXE can even market itself to them as a great way to on-board quantum into existing fabrication. As we can see, there are many pathways and we will have to see if AXE goes for the quicker route, the more lucrative route, the defence route, the guard our IP at all costs route or all of the above.
