Ram, How about not giving them any more funds beyond other Australians. However give them straight title where they currently have native title. There is no cost to the community in this because native title already exists its just no value to its owners.
The system of documented, tradable property rights is one of the real wealth creators of societies. It allows assets to pass to those putting a high value on them. It allows people to sell things they aren't using and use the funds as they wish. It benefits individuals and society.
