Funny then how all the countries with relatively stable populations manage to pay their welfare. Also there is research backing up my claims. Eg Dr Catherine Betts said that the cost of an aging population are trivial and can be easily met by the current generation. Our Productivity Commission has been saying similar things for years. In any case any affect of immigration on the age structure is small and temporary for the simple reason that immigrants will age too. So what if infrastructure is a State cost? it's still a burden and also an opportunity cost. Instead of spending 10's of billions each year trying to stand still in the face of population growth more could be spent on community services for instance. The current deficit is due to all the Covid spending - nothing structural about it.

I begin to doubt your awareness of RBA and other assessments of the Aus economy. productivity hasn't been lagginhttps://www.rba.gov.au/publications/bulletin/2012/jun/3.html and to reinforce the case, the AICD shows https://www.aicd.com.au/economic-news/australian/growth/the-real-wages-vs-productivity-gap.html And finally revenue for the federal Govt has been rising on the strength of export prices while taxation revenue has been falling due to Govt ideologically reducing taxation on the wealthy causing a structural deficit. ........ have a read of https://www.mygc.com.au/budget-explainer-what-is-a-structural-deficit-and-why-does-australia-have-one/ its honestly not about welfare payments as this number keeps rising. its lost revenue from taxation which the Morrison budgets established that is the problem.
