My understanding from a few experts in that field is that the borrower is responsible for the shortfall and costs so it's in his best interest to get it done with the SP as low as possible.
If there was a re-rate coming by way of results, an indication of that would be that deal closing. That's the way I'm reading the play anyway. Be costly to do it at 35-40 cents.
