mlc, I don't think it is proportional to the quantity of the greenhouse gases. It is a function of the temperature differential. Nothing will be radiated back unless the gases in the atmosphere are warmer than the surface. Given how quickly temperature drops off with altitude, I'm left wondering in what circumstances such a temperature differential would exist. Perhaps you can explain.
