Well Marty I'm no engineer, but over 33 years I've been paid a ridiculous amount of money to keep safe and protect engineers like you. In IO there was a little known EPCM called Worley Parsons that developed the Mine Port and God forbid a mine with crushers and screen buildings called Cloudbreak for FMG.
Aaaand I managed the Emergency response at Yandi for a time, i too have a little insight.
As for an estimate as to costs of a biuld I will leave that to the management team that have all the resources for such an estimate.
