It seems to me that the announcement of a customer will not necessarily be the point that such a customer starts work to integrate Weebit's ReRAM into their product. Such a customer will already have done a lot of work to assess ReRAM, start design work, Experiment with Weebit's test SoC etc before they permit their name to be announced. It may well be that some potential customers are good and ready to hit the ground running as soon as the fab is ready.
