'low carbon' is (I suspect) a code for subsidies to wind and solar.
The bureaucracy is usually pretty careful to makes sure their pork barrel is for picking winners, it is rare that the regs are crafted in an open / technology independent way.
mCHP (being under installed at the moment) may not therefore get the room / recognition it deserves.
