For various reasons I think the concept of a much larger scale "super" concentrator and refinery hub at a totally different site which has been suggested by @SplitFusion has more merit. If it fits within the boundaries of the PLL offtake agreement then NAL ore can then be used in conjunction with Moblan.
Scale will be king and, no I dont think NAL will be scaled up any more than this current intended iteration, I cant see NAL getting approval for multiple (chemical) refinery production trains at the location they are, if they produce more SC6 than is required for the refinery then any excess SC6 goes back to PLL at offtake terms.
Like I said SCALE will be king and I dont think NAL can provide this SCALE.
